UNIDAD CICLISTA EDAN -
UCE
UNETE AL EQUIPO
EDAN:
Evaluación de daños y análisis de necesidades.
La unidad
ciclista EDAN –UCE ha sido concebida para intervenir y
ayudar en casos de desastres. La intervención de la UCE
consiste en realizar el trabajo de campo EDAN en la zona
afectada por el desastre previa coordinación con las
autoridades locales.
La UCE
realiza el levantamiento de datos e información de manera
sistemática y lo más exacta posible de la zona del desastre
siguiendo las instrucciones del Manual EDAN y llenando los
Formularios EDAN
La
información luego es procesada y se elabora el reporte o
informe el cual sirve a las autoridades del Centro de
Operaciones de Emergencia para la adecuada toma de
decisiones y para canalizar la ayuda que es necesaria.
Mediante
la EDAN se alcanza a saber con precisión la magnitud de los
daños y la cantidad de ayuda requerida, el tipo de ayuda y
el lugar donde se necesita. De este modo se facilita,
se agiliza y se hace más eficiente el envío de ayuda.
La UCE ha
demostrado ser efectiva en áreas rurales remotas donde los
equipos de socorro no llegan. La gran ventaja de la UCE es
el medio de transporte en bicicleta, el cual es económico,
autónomo y con capacidad y facilidad de llegar a lugares
inaccesibles para otros vehículos. Asimismo, permite el
contacto directo con las personas afectadas por el desastre
y una mejor observación de la realidad de la zona afectada.
Para ser
miembro de la UCE es necesario cumplir con los siguientes
requisitos:
REQUISITOS:
·
Contar con
bicicleta en buen estado, casco y con los repuestos y accesorios
que puedan necesitar: parrilla, alforjas, etc.
·
Disponibilidad de tiempo para realizar el trabajo:
7 días aprox.
·
Disponibilidad para viajar a la zona de trabajo
·
Tener buen
estado físico y de salud
·
Tener buen
estado de salud mental (hay que estar dispuestos y en
condiciones de tolerar presenciar y participar en
situaciones extremas generalmente muy dolorosas e
impresionantes). Tener conciencia que se puede ser víctima
del shock psicológico post-traumático.
·
Ser
autosuficiente y pro-activo hacia la resolución de las
situaciones que se presenten en el campo.
·
Tener
predisposición para trabajar en equipo y estar dispuesto a
acatar órdenes y a trabajar bajo presión durante muchas
horas, descansar poco y sobrevivir en condiciones muy
limitadas y precarias.
·
Contar con
equipos propios: equipo camping completo (sleeping bag,
carpa, cocinilla, utensilios, linterna, impermeable, etc,
etc, etc). Botiquín (con antibióticos, antidiarreicos,
desinfectantes. Etc, etc, etc.)
·
Contar con
recursos económicos para sostener su estadia en Haiti
(vamos a ir a ayudar y no a convertirnos en lastre).
El presupuesto aproximado es de unos
U$10 diarios.
·
Contar con su
propia dotación de alimentos y agua para los días que va a
prestar servicio de ayuda voluntaria.
·
Mejor si
tienen equipos de radio portátil VHF o GMRS/FSR con pilas y
cargador o equipos HF móviles o fijos
·
Otros que
sean necesarios
RECOMENDACIONES.
Para el
trabajo de campo se recomienda llevar además de las cosas
indicadas arriba:

purificar agua

Repelente de

Útiles de aseo
personal

Bebida

Cargador.
Asimismo para realizar el trabajo de campo se recomienda lo
siguiente:
·
Evitar
situaciones de riesgo que pongan en peligro su propia
seguridad y la de los demás.
·
Mantener
permanentemente una actitud de colaboración por la seguridad
de las personas y de las cosas materiales y equipos del
grupo de trabajo.
·
Cumplir a
cabalidad la tarea encomendada, tener presente la
importancia de nuestro trabajo para la gente que necesita
ayuda.
·
Mantener un
perfil bajo y no llamar la atención de la gente que en
momentos de crisis muestran actitudes inesperadas.
·
En caso de
conflicto con la población mantener la calma, evitar
discutir y darles la razón, recordar que ellos están en
shock. Ellos siempre esperarán recibir algo de nosotros
aunque no tengamos a la mano nada para darles. Hay que
ponerse de su lado aunque no tengan la razón, consolarlos y
darles ánimo para sobreponerse a la adversidad.
·
No ofrecer lo
que no se puede hacer o dar ni despertar falsas esperanzas
en la población.
·
Explicar que
somos voluntarios, cual es nuestro trabajo y para que lo
hacemos.
ORGANIZACIÓN DE
LA UCE
La UCE
esta formada por 8 personas y como mínimo 6 personas que se
distribuyen el trabajo de campo cumpliendo diferentes
funciones las cuales pueden ser rotativas entre los miembros
del equipo, excepto la función del Jefe de equipo
Las
funciones de los miembros de la UCE son:
·
Jefe del
equipo. Dirige y guía al equipo, toma las decisiones,
resuelve situaciones e imparte las órdenes de trabajo.
Es el único que tiene la representación de la UCE, establece los contactos, las comunicaciones y hace las
coordinaciones con todos los agentes externos al equipo:
autoridades, población, etc.. Verifica el correcto
cumplimiento del trabajo. Apoya a los miembros del equipo en
su trabajo
·
Oficial de
seguridad. Verifica y supervisa las condiciones de
seguridad para el trabajo del equipo. Presta primeros
auxilios al equipo en caso de necesidad. Custodia los bienes
y pertenencias del equipo y mantiene vigilado el lugar de
trabajo. Puede disponer cancelar el trabajo si las
condiciones dejan de ser seguras para los miembros del
equipo. Apoya a los miembros del equipo en su trabajo.
·
Fotógrafo.
Registra todas las fotografías y vídeos de la zona de
trabajo. Lleva notas detalladas de cada foto para su
posterior procesamiento, reconocimiento e interpretación.
Apoya a los miembros del equipo en su trabajo.
·
Evaluadores
realizan el levantamiento de la información del
campo. Se entrevistan con las personas, Registran los datos
en los formatos EDAN según lo establecido en el manual.

Linea
de mando.
La UCE, es una unidad operativa de emergencia y por lo tanto se rige por
las directivas para las unidades operativas las cuales son
comunes para todas las demás organizaciones nacionales e
internacionales que intervienen en operaciones de
emergencia. La UCE es una unidad operativa que está al
mando del Jefe del equipo. Por su naturaleza operativa y
necesidad de acciones expeditivas la unidad operativa no es
una organización que se rige por acuerdos de sus miembros, o
por votación, por mayorías, etc. Se puede decir que la
unidad operativa no es una democracia, es una dictadura bajo
las órdenes del jefe del equipo, el cual es la persona más
capacitada y con mayor experiencia y que asume toda la
responsabilidad de todas las acciones que realice el equipo
y sus consecuencias. En la unidad operativa las
órdenes se cumplen y no se discuten o cuestionan. El
objetivo de la unidad operativa es realizar la misión
encomendada y no discutir las órdenes y para ello se
requiere que todos los miembros de la unidad se subordinen a
las órdenes del jefe del equipo.
Las personas que por su voluntad aceptan ser miembros de la
UCE declaran explícitamente aceptar estas condiciones y
acatarlas en función de la unidad y efectiva operatividad de
la UCE. Quien crea que no puede asumir este compromiso o no
lo cumpla será invitado a apartarse del equipo.

JOIN THE TEAM
EDAN:
Evaluación de daños y análisis de necesidades (spanish).
DAMAGES AND NEEDS ASSESSMENT
The
EDAN cyclist unit -ECU has been conceived to intervene and
help when disasters happen. The ECU intervention
spacifically is the EDAN field work in the area affected by
the disaster right after the coordination with the local
authorities on charge of the help distribution.
The
ECU collects the information in a sistematic way and as
accurate as possible from the disaster zone following the
EDAN instruction manual and using the EDAN forms.
Through the EDAN is possible to know with a good degree of
certainty the size of the damage and the amount and type of
help supplies required in that specific area. By this
way the help supplies forwarding is easy, facilitated and
efficient.
The
ECU has proved to be effective in rural remotre areas not
reached by the humanitarian relief teams. The great
advantage of the ECU is the transportation by bicycle which
is cheap, autonomous and able to easily reach unaccesible
locations for normal vehicles. Also it allows direct
and close contact with the people affected by the disaster
and a better and accuarate perception of the reality in the
affected zone.
To be
member of the ECU these are the requirements:
REQUIREMENTS
-
Bicycle in good condition, helmet, spares and
accessories as needed. Rack and panniers, etc.
-
Time availability to do the EDAN work: 7 days approx.
-
Readiness to travel to the work field.
-
Good health and physical condition.
-
Good mental health and be prepared to tolerate to
participate and witness in extremely painful and
impressive situations. To be aware of the possibility of
being victim of the post-traumatic psicological shock.
-
Be
self-sufficient and proactive for the solution of the
issues that may arise anytime.
-
Ready teamwork minded and able to follow commands and
work under pressure for many hours, rest not much and
survive in very limited conditions.
-
Have own camp gear: sleeping bag, tent, stove, utensils,
flashlight, rain coat, etc, etc. Medical kit
with antibiotics, antidiarrhea pills, antiseptics, etc,
etc.
-
Have enough money to support the days living in Haiti (we
are going to help not to charge them the cost of our
help action). The stimated budget is around U$ 10 - 12
daily.
-
Have your own food and water supply for the days of your
volunteer work.
-
It
is desirable having own portable radio communication
equipment: VHF or GMRS/FSR walkie talkies. Or
mobile/fixed HF station.
-
Other as needed.
RECOMMENDATIONS
For
the field work is recommended moreover the things listed
above to bring:

To do
the field work is recommended:

Avoid risky situations that may put in danger your own
and the others safety.

Keep a permanent cooperative attitude for the group,
equipment and gear security.

To
accomplish to terminate the task assumed having in mind
the value and importance of our work for the people in
need of help
-
To
keep a low profile and avoid to call attention, people
in shock and crisis may show unexpected weird behavior
to foreigners.
-
In case of conflict with the locals keep calm, avoid
arguments and let they believe to have the reason,
remember they are shocked. They will always expect
something from us despite not having nothing in our
hands to give. Put yourself on their side even if they
have not the reason, comfort them and encourage them to
overcome the adverse issues.
-
Do
not offer anything that can´t be done or given, do not
start false hope on the affected population.
-
Explain them we are volunteers and what our job is for.
ECU
ORGANIZATION
The
ECU is formed by 8 persons and 6 is the minimum possible
that distribute among the field work assuming different
functions that can be shifted except the Team Leader
function.
The
functions of the ECU members are:
-
Team leader. Leads the team, takes decisions, solve
situations and give the commands. Sets the contacts,
communications and makes the coordinations with all

Security officer. Verifies and supervises the
security work conditions for the team. Provides first
aid to the team if needed. Takes care of the gear and

Photographer. Records all pictures and videos of the
work area. Takes detailed notes of all pictures for
later process, recognition and interpretation.
Supports the team work.

Assessor. Collects the information from the field.
Interviews and talks with the people. Records all data
in the EDAN forms as indicated in the manual.

Regulations and command.
La ECU is an emergency operative unit and as such is ruled by the
regulations aplied to all national and international
organizations participating in emergency response operations.
The ECU is an operative unit under the commands of the Team
leader. Due the operative nature and need of
expeditive actions the operative unit is not an organization
ruled by agreements of its members or majority decisions,
etc. The operative unit is not a democracy but a
dictatorship under the commands of the Team leader who is
the most experienced member of the team and who asumes the
entire responsibility of all the actions of the team and the
consequences. Within the operative unit the commands are
carried out and not questioned or argued. The
objective of the operative unit is to accomplish the mission
and not to discuss about the commands, for this it is
necessary that all unit members to subordinate to the
commands of the Team leader.
The persons that voluntarily accept to join the team declare
explicity to accept these conditions for the good operative
capability of the ECU. The one that believes is not in
condition to accept this commitment or do not carry it out
will be invited to abandon the team.
LOGISTICS
The
materials and equipment needed to do the EDAN field work
are:
FOOD
Is
recommended to bring you own food. Non-perisable, canned,
dehydrated, etc. Enough for the days of the operation.
Organize your food in individual bags for each day this way
it will be easier to pack, transport and eat it.

HAITI
TERREMOTO: Ayudemos
Los
ciclistas podemos ayudar.
El 15 de
Agosto del 2007 ocurrió el terremoto de Ica y quedó
demostrado que los ciclistas podemos ayudar. Recordarán lo
que hicimos en aquella ocasión: convocamos a voluntarios
para conformar un equipo EDAN (Equipo
de Evaluación de Daños y Necesidades) de todos los que
vinieron quedamos 4 que fuimos a Cañete y con nuestras
bicicletas recorrimos caminos por donde no podían pasar
carros, así realizamos la evaluación
EDAN en la zona remota rural de Cañete que no había sido
atendida por los equipos de socorro. El resultado fue que
levantamos los datos del campo de todos los daños y lo que
se necesitaba y con esa información pudimos canalizar ayuda
efectiva a la zona que trabajamos. La operación fue un
éxito total y la gente de la margen izquierda del valle de
Cañete han quedado eternamente agradecidos con la gente que
hicimos lo que debimos cuando pudimos hacerlo: AYUDAR.

HAITI EARTHQUAKE: Lets help
Cyclists can help.
On August 15th 2007 an
earthquake destroyed the Ica southern region of Peru and it
was proven that we cyclists can help. Remember what we did
on that occasion: called for volunteers to form
EDAN teams (EDAN means damages and
needs assessment in Spanish) of all the ones that attended
the first meeting only four decided and had the courage to
go to Cañete and after the coordination with the local
authorities we went with our bicycles to the remote rural
areas of Cañete where aid teams never reached along rural
dirt roads that were damaged by the quake. The result was
useful and valuable EDAN information
from the field was collected: size of the damage and
detailed list of needs. With this info we were in condition
to rise funds and help that was forwarded to the people in
need of the rural area of Cañete. The operation was
successful and that people is thankful forever to the ones
that did what they had to do when they could do it: JUST
HELP.
